The story of the film was first planned from Prashanth Neel’s debut movie Ugramm (2014), and Salaar was always meant to be a two-part project. It was officially announced in December 2020 with the title Salaar. Later, in July 2023, the first part was named Salaar: Part 1 – Ceasefire. Filming started in January 2021 and continued in different schedules for almost three years before finishing in late 2023.

In 1127, three fierce tribes—Mannar, Shouryaanga, and Ghaniyaar—took over a land they named Khansaar. Their warriors protected it for centuries, even during British rule. In 1947, after India became independent, Siva Mannar, father of Raja Mannar, declared Khansaar as an independent place and removed it from the map. To stop fights inside the region, he divided Khansaar into 101 small areas. He put Kapus in charge of each area and appointed 8 Doras to watch over groups of Kapus.
He made himself the king, called the Karta, and wrote Nibandhana, a book of rules for Khansaar. In 1985, after Siva Mannar died, Raja Mannar killed Dhaara Raisaar, a Shouryaanga tribesman who was supposed to become the next king. He also wiped out the entire Shouryaanga tribe to stop them from fighting back. Then he replaced important positions with people loyal to him from the Mannar and Ghaniyaar tribes.
In 2010, Radha Rama’s husband Bhaarava asks Raja Mannar to accept his sons Vardha and Baachi back into the family. Raja Mannar agrees and forces Ranga, a mad Dora, to give up his seat for Vardha, which makes Ranga angry. Raja Mannar then leaves Khansaar and puts Radha Rama in charge as the temporary ruler. To keep things peaceful, she wants a ceasefire, but the Doras oppose it because Nibandhana gives them the right to vote.
An election is set for nine days later, and Doras—including Raja Mannar’s oldest son Rudra Mannar—bring in foreign fighters to get control after the vote. Vardha only calls Deva, who is living with his mother in Gujarat. Deva arrives and tolerates Vardha treating him badly because Vardha asks him to stay calm. But when Vishnu, the evil son of Ghaniyaar Dora Naarang, tries to attack a girl, Deva kills him. After this, Deva, Vardha, and their group are all arrested. Rudra then convinces Naarang to kill Vardha during the trial. Deva begs Naarang to stop, but when he refuses, Deva is forced to kill him to protect Vardha.
On the day of voting, Raja Mannar returns and votes to continue the ceasefire, but Vardha uses his final vote to end it. Soon after, Vardha and Deva escape being executed and fight back by killing Ranga and his dangerous, drug-addicted men. At the same time, Raja Mannar tells Radha Rama that the Shouryaanga tribe did not fully die out and that Bhaarava is secretly a Shouryaanga tribesman who has been plotting against them.
They catch Bhaarava’s helper Thiru, who reveals a huge truth: Deva is the son of Dhaara and the real heir to the Khansaar throne. He also explains that Vardha gave up his land long ago to save Dhaara’s family. Meanwhile, Ghaniyaar tribesmen Vaali, Gurung, and Cheeka team up against the Mannars, and Rudra joins forces with his uncle Om.
